The Traffic Directorate of the Bali Regional Police has emphasized that foreign tourists who are not skilled in riding motorcycles should avoid driving on their own while vacationing in Bali to prevent accidents.
“Foreign nationals who cannot or are not proficient in operating motor vehicles, especially two-wheelers, are advised not to ride them independently,” said Bali Police Traffic Director, Commissioner Turmudi, on Monday (November 17, 2025).
Turmudi explained that this appeal is crucial for protecting the safety of both foreign tourists and local residents using public roads. Additionally, the measure aims to prevent financial losses for motorcycle rental businesses.
“If they rent a motorbike, it’s better to have a motorist accompany them so that both foreign tourists and rental owners are protected from potential issues,” he said.
According to Bali Police data, in 2024 there were 142 traffic accidents involving foreign nationals an increase of 35 percent compared to the previous year. Of those incidents, 21 foreign nationals died, three were seriously injured, 171 sustained minor injuries, and total material losses reached Rp211 million.
For 2025, Turmudi did not provide detailed figures but noted a downward trend.
“There are still incidents involving foreigners in 2025, but the number is not very significant,” he stated.
Hiring A Motorist
Turmudi also highlighted the dangerous behavior of some foreign riders, such as reckless driving that recently went viral on social media, including jumping stunts performed on public roads that endangered other motorists.
Such incidents further justify the need for education and restrictions. He reiterated that foreign nationals who lack motorcycle riding skills should not ride alone.
According to Tribunbali, “This is why education is important for both locals and foreigners so that those who cannot or are not yet skilled in riding motorcycles do not force themselves to drive,” Turmudi said.
For foreign tourists who still wish to explore Bali by motorcycle, the police recommend hiring a motorist along with the rental vehicle. This policy is considered a dual protection measure ensuring the safety of foreigners as well as the security of rental business owners.
The approach aligns with discussions by the Bali Provincial Government since 2023 considering a ban on independent motorcycle rentals for foreigners amid rising violations and accidents. Common violations committed by foreign riders include failing to wear helmets, riding recklessly, and not possessing a valid international driving permit.
Bali Police continue to strengthen law enforcement and educational efforts, while urging motorcycle rental operators to be more selective by ensuring that foreign renters have adequate riding skills and complete legal documents to minimize accident risks.
