Provincial Government of Bali has officially submitted a proposal to close foreign investment categorized as low-risk to the Ministry of Investment.
Head of the Bali Provincial Investment and One-Stop Integrated Services Office, I Ketut Sukra Negara, stated that this strategic step was taken to reorganize the investment climate on the Island of the Gods.
The Bali Provincial Government hopes that incoming foreign investment will be of higher quality, as low-risk foreign investment has often been misused and frequently restricts the space for local entrepreneurs or domestic investment. This has led to unhealthy competition in certain sectors.
The Investment and One-Stop Integrated Services Office of Bali Province has already held discussions with the Ministry of Investment and received positive responses. A final decision is expected to be issued soon.
“The governor has already sent a letter to the ministry and it has been discussed. I believe there is already a green light,” said Sukra Negara. “We have discussed with the deputy for investment control and supervision, and also with the investment desk, which in principle welcomed it,” Sukra Negara continued.

Protection of MSMEs and Strategic Sectors
The Bali Provincial Government has identified 7 Indonesian Standard Industrial Classification (KBLI) categories targeted for closure of low-risk and medium-low-risk foreign investment.
These sectors include motorcycle rentals, retail trade, photography services, travel agencies, and real estate. The closure aims to provide greater opportunities for local entrepreneurs.
By limiting foreign investment in these sectors, the regional government hopes to strengthen the people’s economy. This is also an effort to create a fairer and more sustainable business ecosystem in Bali.
If this proposal is approved by the Ministry of Investment, Bali will become the first province in Indonesia to implement a policy of closing low-risk foreign investment.
If low-risk foreign investment is closed, the Bali Investment and One-Stop Integrated Services Office realizes that investment realization will decrease due to fewer numbers. However, this step is considered an important breakthrough to maintain balance between investment growth and MSME protection.
