Bali Immigration Grants Emergency Stay Permits for Foreigners Affected by Middle East Conflict


Ngurah Rai Immigration Office in Badung Regency, Bali, has granted emergency stay permits to foreign nationals whose flights were disrupted due to the ongoing conflict in the Middle East.

“Up to now, based on preliminary data, we have issued 54 emergency stay permits,” said Head of Ngurah Rai Immigration Office, Bugie Kurniawan, in Jimbaran, Tuesday (March 4, 2026).

The duration of the emergency stay permit is 30 days and can be extended for another 30 days if the emergency situation persists.

Issued on the Same Day

In Indonesia, foreign nationals eligible to apply for an emergency stay permit must present a certificate from the airline confirming that their flight was affected or canceled.

Additionally, applicants must provide their original passport and proof of the canceled flight ticket.

Based on preliminary data, the nationalities of applicants for the emergency stay permit include: the Netherlands (7), Italy (4), Lithuania (1), France (5), Ukraine (4), the United Kingdom (4), Turkey (1), Switzerland (1), Brazil (2), Germany (3), the United States (1), Russia (3), Slovakia (1), Austria (1), and Spain (4).

“We guarantee that the issuance process for emergency stay permits will be completed on the same day. Our officers are on standby to handle this emergency so that foreign nationals need not worry about their immigration status while waiting for new flight schedules,” Bugie added.

In addition to granting emergency stay permits, the immigration office has also applied a zero-fee policy for foreign nationals who overstay during this period.

According to Immigration Law regulations, foreign nationals who overstay less than 60 days are normally fined Rp1 million per day. However, given the emergency situation, immigration authorities are waiving these fines.

Assistance Services at Airport

So far, five foreign nationals have overstayed by one day, but all have already left Bali after purchasing new tickets that avoided transit through Middle Eastern airspace closures in Doha, Dubai, and Abu Dhabi.

The immigration office has also opened an assistance service desks on the second floor of the International Departure Terminal at I Gusti Ngurah Rai Airport to provide information, guide foreign nationals, and record data on affected passengers requiring immigration facilities.

Foreign nationals wishing to apply for an emergency stay permit can register at the airport assistance service desks and then proceed with the issuance process at the Ngurah Rai Immigration Office in Jimbaran, Badung Regency.

Based on preliminary data from Ngurah Rai Immigration between February 28 and March 2, a total of 4,426 foreign nationals were affected due to flight cancellations.
