Bali Governor Wayan Koster launched the Clean Bali Waste Movement. According to Circular Letter No. 9 of 2025, the movement will begin on Saturday, April 11, 2025.
The inauguration is planned to be carried out by Minister of Environment Hanif Faisol Nurofiq. Previously, Koster stated that he would gather all village heads, traditional village leaders, communities, regents/mayors, and students.
According to Tempo.co, “This is both a consolidation and the implementation of the Clean Bali Waste Movement, and I hope it will run smoothly and successfully,” said Wayan Koster on Sunday, April 6, 2025.
Koster emphasized that waste management in Bali must be resolved immediately, considering that President Prabowo is also pushing for waste management solutions, with Bali as one of the priority areas.
“We should not wait until my second term ends; if possible, this issue should be resolved halfway through the term,” he said.
In his directions, the regulations regarding waste management will involve all elements of society, including business operators. Koster acknowledged that during his first term, regulations concerning waste management and the ban on single-use plastics had already been established, but their implementation was not yet 100%.
He pointed out the obstacles caused by the Covid-19 pandemic and the fact that his term ended shortly after the pandemic passed.
“Now the situation is much better because the central government is intensifying efforts to address waste issues,” he added.
Previously, the Bali Provincial Government had issued a circular containing rules and prohibitions for villages, traditional villages, business operators—especially in tourism, markets, places of worship, and educational institutions.
Wayan Koster promised rewards for those who implement good waste management practices, while those who do not comply will face sanctions. “Now in my second term, there are no obstacles, and I must seize the momentum to take quicker actions, and enforce strict, firm measures on anyone,” he pledged.
Examples of Sanctions and Rewards
One example of the regulations in Circular Letter No. 9 of 2025 is source-based waste management for business operators. Those who violate the rules will face the risk of a review or revocation of their permits.
Additionally, the Bali Provincial Government announced it will publicly inform the public through various social media platforms that certain business operators are not environmentally friendly and, therefore, should not be visited.
According to Hijaubisnis, “If you don’t want this to happen, business operators are required to set up waste management units to handle source-based waste and limit the use of single-use plastics,” he stated.
Business operators are also encouraged to optimize the processing of organic waste from source-based methods, such as composting, maggot farming, animal feed, modern teba, or other patterns, and can cooperate with the managers of Reuse, Reduce, and Recycle Waste Management Sites. The results of the recyclable waste management should be reused for their business activities, while the residual waste can be disposed of at the landfill.
These regulations are expected to be implemented by January 1, 2026, at the latest, with a reporting system that includes approval from the Environmental Service. In recognition of their efforts, business operators are promised rewards such as the titles of green hotels, green malls, and green restaurants.
