Bali Provincial Government has announced that starting August 1, 2025, the Sarbagita Regional Final Disposal Site or Suwung Landfill will no longer accept organic waste.
This policy is part of the gradual phase-out that will lead to the landfill’s permanent closure at the end of December 2025.
“Starting August 1, 2025, Suwung Regional Landfill will only accept inorganic waste and residuals,” said Bali Provincial Secretary Dewa Made Indra in a statement in Denpasar on Thursday.
Previously, the landfill had been closed every Wednesday as an initial restriction. Now, the policy is escalating by limiting the types of waste permitted.
Dewa Indra emphasized that the restriction and closure phases have been outlined in the Letter of Bali Governor in July 23, 2025.
The letter, addressed to the Mayor of Denpasar and the Regent of Badung, is a follow-up to the Decree of the Minister of Environment/Head of the Environmental Control Agency No. 921 of 2025 dated May 23, 2025, which imposes administrative sanctions to terminate open dumping waste management practices.
“We are obligated to follow the stages and procedures outlined in the waste management termination plan for open dumping systems,” Dewa Indra stated as quoted from CNN Indonesia.
According to the decree, all open dumping practices must be halted within 180 days from the date of issuance.
To support this transition, the Bali Provincial Government has urged the Denpasar City and Badung Regency governments to maximize the operation of existing and upcoming Waste Processing Sites for Reduce, Reuse, Recycle and Integrated Waste Treatment Facilities.
Additionally, local governments are encouraged to accelerate the implementation of the Bali Clean Waste Movement, reduce single-use plastic usage, and adopt source-based waste management strategies in villages, sub-districts, and customary villages.
Anticipating public resistance to this policy, Bali’s Head of Forestry and Environment Agency, I Made Rentin, has taken preemptive measures.
“Our Office held a coordination meeting involving the Working Group Coordinator for Reducing Single-Use Plastic and Source-Based Waste Management, along with the Denpasar City Government, Badung Regency Government, the military and police, civil service police, Bali Inspectorate, and other stakeholders,” Rentin explained.
As a result of the meeting, a monitoring post will be established at the Waste Management of the Bali KLH Office, located at the Suwung Landfill, to oversee policy implementation.
“Bali Civil Service Police will also intensify patrols around the Provincial Government’s central office area to anticipate the impact of the new policy,” said Rentin.
He expressed hope that the people of Denpasar and Badung would support the policy.
“We hope the communities in Denpasar City and Badung Regency will support this policy, so the closure of the Suwung Regional Landfill can proceed according to the stages mandated by the Ministry of Environment,” he added.
