After carrying out enforcement actions at Bingin Beach, Bali Governor Wayan Koster once again went to the field. On Sunday (August 10, 2025), he, along with Badung Regent I Wayan Adi Arnawa, inspected the Berawa Beach area in Tibubeneng Village, North Kuta.
They were accompanied by Badung Regional Secretary I.B Surya Suamba, several heads of Bali Provincial Government agencies, Chief of Badung Investment and One-Stop Integrated Service Agency, Made Agus Aryawan, head of North Kuta Subdistrict Putu Eka Parmana, and Head of Tibubeneng Village, I Made Kama Jaya.
Koster was not there to enjoy the scenery but to directly check the progress of development in this busy tourist destination.
During the visit, it was revealed that an investor had already obtained an Environmental Impact Analysis permit to build a hotel.
He emphasized that tourism accommodation development is not just about paperwork.
“Tourism development must not sacrifice nature and spatial planning. I will act firmly if there are violations,” he stated as reported by BaliBerkarya.
According to him, any development must meet several requirements, including adequate road access, sufficient parking space, proper waste management, and the use of clean energy such as solar power plants.
Regent Adi Arnawa conveyed the Governor’s message to the Badung Regency Government to strictly safeguard Berawa from improper development.
“He appreciates the existing arrangements, but if there are violations, be ready,” he said.
Tibubeneng Village Head I Made Kama Jaya appreciated the direct presence of both the Governor and Regent.
“We in the village have been trying to follow the rules, but on the ground there are many violations that we do not have enough power to control or monitor. With the direct presence of the Regent and the Governor, this is extraordinary,” he expressed.
After the inspection, Koster confirmed that the resort construction at Berawa Beach did not violate spatial planning regulations.
“No violations, so far there are no violations. My presence was to ensure there are no violations, that’s all,”he explained.
He stressed that the inspection was carried out to ensure spatial planning implementation in Bali is in line with regulations.
“I don’t need anyone to be backed by person A, B, or C; if it complies with the regulations, it will be approved without anyone’s support. I don’t even know the investor. I want to speed up the implementation of spatial planning rules,” he emphasized, quoting from SekilasMedia.
According to Koster, the inspection was prompted by a permit application for a resort in the area.
He wanted to ensure the spatial plan, environmental impact assessment, and building position complied with the rules.
From the legal review, it’s feasible, there’s already a team. The spatial plan is okay, the Badung Regency’s detailed spatial plan is okay, and the area is indeed designated for tourism… The coastal setback is also in accordance, nothing is violated. We’re just waiting for the environmental impact assessment decision from the Ministry of Environment, that’s all,” he said.
Koster reiterated the government’s commitment to protecting spatial planning, safeguarding green areas, and controlling overdevelopment in tourism zones.
Previously, the Bali Provincial Government demolished villas, restaurants, and stalls at Bingin Beach that stood on Badung Regency government-owned land without permits, despite repeated warnings.
