Bali Legislative Council to Summon Developer of Glass Elevator Project at Kelingking Beach


Regional House of Representatives of Bali plans to summon the developer of the glass elevator project at Kelingking Beach, Nusa Penida, Klungkung Regency. The move aims to seek clarification regarding several violations found at the construction site.

Chairman of the Special Committee on Spatial Planning, Assets, and Licensing of the Bali Regional House of Representatives, I Made Suparta, stated that related agencies from both the Klungkung Regency Government and the Bali Provincial Government will also be called in for questioning.

“The summons is planned for next week, depending on our office schedule. Relevant regional agencies from Klungkung and the Provincial Government will be asked to provide explanations, while we will conduct further inquiries with the developer,” Suparta said on Sunday (November 2, 2025) as quoted from DetikBali.

Incomplete Licensing Documents

I Made Suparta later explained that the schedule for summoning the developer will still be discussed internally.

He added that in-depth investigations into the developer or business operator fall under the authority of the Civil Service Police Unit, which will later report its findings to the Regional House of Representatives.

A recent on-site inspection conducted last Friday revealed three major violations, prompting a temporary suspension of the project.

“There are activities along the cliff edge, construction on state-owned sandy land, and development in a designated disaster mitigation zone—all of which are clear violations,” Suparta said.

He further noted that the project’s licensing documents remain incomplete. “From a spatial planning perspective, it’s already been proven to violate regulations, as it’s located in a disaster mitigation zone and lacks full permit compliance,” he added.

Previously, the Bali Civil Service Police Unit had ordered a temporary halt to the Rp200 billion glass elevator project on the Kelingking Beach cliff following a joint inspection with the Special Committee on Spatial Planning.

Social Media Controversy

Head of Bali Satpol PP, I Dewa Nyoman Dharmadi, explained that although most administrative permits obtained through the Online Single Submission (OSS) system were in order, some inconsistencies remained between the permits and actual site conditions.

Dharmadi added that the project, which involves Chinese investors, may face permanent closure due to multiple regulatory discrepancies, including the use of unsafe construction materials.

According to CNN Indonesia, “Findings from the Department of Manpower and Energy and Mineral Resources indicate that the materials used do not comply with recommendations from the Ministry of Manpower,” he said.

The glass elevator project has recently sparked controversy on social media, with many users criticizing it for spoiling the natural beauty of Kelingking Beach’s iconic cliffs  one of Bali’s most popular tourist attractions.

Responding to the issue, Bali Governor Wayan Koster stated that he has instructed the committee to review all project documents and permits.

“Don’t focus on who the developer is; what matters are the permit requirements and spatial compliance,” Koster said on Thursday (October 30, 2025).

Koster explained that the project’s permits were issued in 2024 through the OSS system and the Klungkung Regency Government.

However, the Klungkung Regent reportedly only learned about the project after the controversy went public.

He emphasized that allegations of spatial planning violations are still under review. “It’s too early to conclude whether this project violates any regulations. Let’s wait until all documents and site checks are completed,” he stated.

Meanwhile, Chief of Bali Civil Service Police Unit, Dewa Nyoman Rai Dharmadi said his team, along with the spatial plan committee and several regional agencies, will re-inspect the site. He mentioned that a similar inspection was conducted last year, during which most permits were found to be complete, while some remained in process.

“We want to ensure that all the permits obtained comply with the regulations. If this project causes public concern, that will also be taken into consideration,” Dharmadi said.

Kelingking Beach is renowned for its cliff formation resembling a finger, attracting both domestic and international tourists. However, the presence of the glass elevator project has sparked criticism for allegedly disrupting the area’s natural and scenic charm.
