Bali Regional Legislative Council has urged the Klungkung District Prosecutor’s Office to immediately investigate individuals suspected of being behind the illegal glass elevator built on the cliffs of Kelingking Beach, Nusa Penida.
According to the Special Committee, the investor only possessed a permit to construct a ticket booth at the top of the cliff, yet a glass lift structure appeared without any legal basis raising serious questions about who may have issued or guaranteed a fraudulent permit.
Chair of the Special Committee established by Bali Regional Legislative Council, I Made Supartha, speaking in Denpasar on Thursday, said the public misconception that the government had approved the lift was incorrect.
He emphasized that, as Governor Wayan Koster has also stated, the glass elevator is illegal, since the investor only had permission for a ticket booth.
“Given this situation, we urge law enforcement to thoroughly investigate who has benefited from this scheme.
We even hope the investor will be transparent and reveal who was involved to the extent that they dared to construct an illegal glass lift,” hesaid.
He continued, “The only permit processed was for a ticket booth at the top of the cliff; the rest appears to be fraudulent that is the fact we found.”
Supartha expressed regret over public assumptions that the Bali Provincial Government was part of the issue, when in reality Governor Koster and the Special Committee were the ones pushing for the project to be stopped and the illegal structure dismantled.
He encouraged the public to join in pressing the Klungkung Prosecutor’s Office to uncover the case fully.
Supartha also suspected that multiple individuals may have benefited financially, claiming the investor had been made to believe that a ticket booth permit was sufficient for constructing the lift.
“Investigate this scheme thoroughly. Law enforcement must resolve this as a criminal matter whether bribery was involved or other criminal violations occurred. We urge a full investigation,” he said.
Bali Regional Legislative Council is also pushing for criminal sanctions against the investor for misusing a restricted spatial zone and violating coastal protection and spatial planning laws.
The violations include Spatial Planning Law No. 26/2007, Coastal and Small Islands Law No. 27/2007, and Environmental Law No. 32/2009.
According to Supartha, “Misusing spatial areas in prohibited zones carries criminal penalties, and this must be enforced. There must be a deterrent effect so that future investments in Bali comply with the rules.”
Meanwhile, Governor Wayan Koster has firmly decided that the investor must halt construction and dismantle the structure entirely, restoring Kelingking Beach to its original condition.
This decision aligns with findings of five major violations and recommendations from the Special Committee.
