Bali Governor Orders New Waste Management System After Landfill Closure


Bali Governor Wayan Koster announced that the Suwung Final Disposal Site will be completely closed starting December 23, 2025.

He reiterated his instruction: “The Suwung landfill must be closed by December 23, 2025, at the latest. The Denpasar City Government and Badung Regency Government are prohibited from bringing waste to the Suwung landfill.”

In his official statement in Denpasar, Koster urged the Denpasar City Government and Badung Regency Government to immediately prepare alternative waste management systems outside Suwung.

He stated that modern waste facilities as well as shredders and decomposers could be optimized to speed up household-level composting.

He emphasized, “In order to use this waste management model, organic and non-organic waste must be sorted at the household level.”

The governor also directed that source-based waste management be strengthened from the household level to villages, urban wards, and traditional villages. He instructed local governments to educate residents to manage waste independently.

“Immediately conduct outreach to residents so that they prepare for independent or collective waste management in groups, sorting organic and non-organic waste at the household level,” Koster continued as reported by Antara.

Koster also requested technical coordination for drafting SOPs involving the Bali Provincial Environment Agency in Denpasar and Badung.

Potential Legal Consequences

According to Koster, the closure of Suwung Final Disposal Site is necessary due to severe environmental impacts and disturbances experienced by nearby residents.

These conditions prompted the Ministry of Environment to conduct an investigation into the waste management practices of the provincial and local environment agencies, which were found to violate Law No. 18/2008 and Bali Provincial Regulation No. 5/2011 both of which carry criminal penalties.

Facing potential legal consequences, Koster requested that the Minister of Environment refrain from imposing criminal sanctions and instead apply administrative penalties.

He then committed, together with the Mayor of Denpasar and the Regent of Badung, to closing TPA Suwung by the end of 2025.

This request was granted through the issuance of Ministerial Decree No. 921 of 2025 ordering the termination of the open dumping system at Suwung within 180 days from May 23, 2025.

The governor reinforced this directive in an official letter (No. T.00.600.4.15/60957/Setda) dated December 5, 2025, addressed to the two regional leaders.

The letter reiterated, The Suwung landfill must be closed by December 23, 2025, at the latest. The Denpasar City Government and Badung Regency Government are prohibited from bringing waste to the Suwung landfill.

He repeated “In order to use this waste management model, organic and non-organic waste must be sorted at the household level.”

According to Balibekarya, He further added, “Immediately conduct outreach to residents so that they prepare for independent or collective waste management in groups by sorting organic and non-organic waste at the household level.”

Findings from the Ministry’s investigation led to the issuance of Ministerial Decree No. 921 of 2025, which mandates the complete termination of open dumping at Suwung by December 23, 2025.
