Bali Aims to Complete Key Infrastructure Projects by 2028


Bali Governor, Wayan Koster, has set a target to complete several infrastructure projects by 2028, some of which will be carried out in collaboration with district and city governments.

 “This development program must be completed no later than 2028, and at the latest, by 2029, it must be finished. We will share the tasks,” Governor Koster says in Badung, Bali.

In his second term, Koster plans various infrastructure projects, some of which will be funded through partnerships between the Bali Provincial Government and the district/city governments.

“Restoration of Pura Besakih will be handled by the province, parking at Pura Batur by the province, parking at Sanur Port will be shared between the province and Denpasar, the Underpass Jimbaran and Gatot Subroto will be fully funded by Badung, while the Underpass Tohpati will be a joint project between the province and Denpasar. So, everyone will have a share,” he explained.

Collaboration Between Local Governments

Koster revealed that he has already discussed this target with the Badung Regency Government and Denpasar City Government, as they are also involved in funding.

Additionally, on March 17, 2025, the Governor from Buleleng will meet with the Minister of Public Works to discuss several projects and hopes to secure additional funding.

Koster explained that in the next five years, various development projects will take place, including the restoration of Pura Agung Besakih in Karangasem, which will begin in 2026.

“This is to ensure all of the pelinggih (worship places) are in good condition. Many of them have been left damaged, moldy, and abandoned. Even though we continue to pray there, it must be fixed so that Ida Bhatara will bless us all,” he said.

Focus on Road Expansion

Additionally, the Bali Cultural Center project in Klungkung will begin at the end of 2025, as the Bali Provincial Government is currently selecting the right third party to manage the project.

The Turyapada Tower project in Buleleng is also part of this plan. The first phase is complete, and the second phase is expected to finish in 2026.

The construction of a parking facility at Pura Batur in Bangli, along with a new road connecting the temple to Pura Kahyangan, will also be carried out to address the yearly traffic jams during the religious ceremonies.

As reported by BaliJPNN, Koster added, “A new road will also be built at Sang Hyang Ambu, connecting Klungkung and Karangasem, as part of the Bali ring road. This will pass through a 200-meter tunnel, so there won’t be any more traffic jams at sharp turns.”

Other road infrastructure includes the new Berina Road connecting Karangasem and Buleleng, as well as the continuation of the shortcut road at points 9-10 Singaraja-Mengwitani, with the tender process expected to resume this year.

Next, Amed Port in Karangasem will be developed as an economic growth center in East Bali, along with Sangsit Port in Buleleng.

“The development of the Bali Sports Center in Bangli Regency is an initiative from the Regent, but it will be incorporated into a program by the Bali Provincial Government in collaboration with the Badung Regency Government. We will manage it with experts who can generate profit, so Bangli can develop too,” said Governor Koster.

Governor Koster also assured that the Gilimanuk-Mengwi Toll Road project will continue, even though it has been removed from the national strategic project list, along with the underground train construction project. In Denpasar and Badung, infrastructure development will focus on road expansion and shuttle access.

“In Denpasar, a new road will be built on Sunset Road-Mahendradatta, Gatot Subroto, Underpass Ahmad Yani, Underpass Tohpati, Underpass Jimbaran, and a road for the shuttle from the parking lot to Sanur Port. These will be completed from 2026 to 2027, along with a new road from Simpang Akasia to Padang Galak,” Koster added.
