According to reporting from Voice of Indonesia (VOI), Bali Police have named a German national, who was detained on January 17, with the initials AF (53), as a suspect in connection with the PARQ Ubud case.
The suspect is the Director of PT PARQ Ubud Partners, the Director of PT Tomorrow Land Development Bali, and the Director of PT Alfa Management Bali. General Daniel Adityajaya, Bali Police Chief Inspector, said that his party uncovered a criminal case of conversion of protected agricultural and rice field land as regulated in Law of the Republic of Indonesia Number 22 of 2019 concerning the Sustainable Agricultural Cultivation System and Law Number 41 of 2009 concerning the Protection of Sustainable Food Agricultural Land, VOI reports.
“The motive was economic, and the perpetrator’s modus operandi was to build a villa, spa center, and livestock farm on protected rice fields and sustainable agricultural food land (LP2B), which is included in the food crop sub-zone (P1) without being equipped with permits,” General Daniel Adityajaya said Friday (24/1/25.)
The land function expert investigation at PARQ Ubud has been ongoing since October 24, 2024, conducted by the Ditreskrimsus Polda. During this process, the Bali Police conducted clarifications with the suspect and employees at PARQ Ubud. Based on the interrogations of employees and staff, as well as a witness identified by the initials IGNES, who is the landowner, it was discovered that 34 land ownership certificates (SHM) were used by PARQ Ubud business, says VOI.
“The operational period of PARQ Ubud consists of two zones. First, the tourism zone and the villa district built in the same area protected by LSD. The tourism zone has been operating for approximately 4 years since 2020, which has now been permanently closed by the Gianyar Regency Government, on January 20, 2025,” he said.
“Then secondly, for the villa district in the LSD area, it has been operating for two months since October 2024 and currently the status quo is maintained by the Bali Police,” he continued.
The PARQ Ubud accommodation business has been operating since 2020, the business was initially run by witness IGNES. However, the business does not have a permit and the PARQ Ubud business is located in a tourism and food crop area or protected rice fields and sustainable agricultural land.
According to VOI, in May 2024, the Gianyar Regional Government issued a warning to PARQ Ubud. Witness IGNES explained that the witness was the land owner and business owner of PARQ Ubud, namely the suspect AF.
“AF also admitted to having leased land to landowners. And the person concerned also admitted to having built villas, spa centers and animal farms, which are suspected of being built on protected rice fields and sustainable agricultural food land that were leased by the landowners,” he said.
