Jembrana Officials Seal Unauthorized Building Inside West Bali National Park


The Jembrana Regency Government in Bali has taken firm action by sealing a building owned by an investor that was constructed within the West Bali National Park.

The sealing took place on Thursday after the Jembrana Regional House of Representatives issued an official recommendation and carried out an unannounced inspection at the construction site.

This measure was taken in response to public reports about the emergence of several structures, including a gate and other buildings, being built in the conservation area without clear permits.

The Chair of the Jembrana Regional Representative, Ni Made Sri Sutharmi, emphasized that the sealing was necessary because the building had not obtained the required Building Approval, one of the main permits that must be secured before any construction activity begins. 

According to Republik, “We requested that it be sealed because the building does not yet have a Building Approval permit, which falls under the authority of the regency government,” she said after inspecting the site in Gilimanuk, Melaya District.

She added that the Building Approval or PBG is a crucial document ensuring that a structure meets safety standards, spatial planning rules, and other technical requirements. Without this permit, the construction is deemed to violate procedures and cannot be allowed to continue.

Although the investor is said to have acquired several other types of permits, Sri Sutharmi stressed that all permit requirements must be completed before construction starts.

She stated that the technical agencies within the Jembrana Regency Government had already instructed the company to process the PBG, but no action had been taken.

This delay raised serious concerns for Jembarana Regional Representatives, especially because the construction site is located in a national park known for its ecological sensitivity.

She also expressed disappointment that PT Panorama Menjangan Bali, the company managing the area, did not attend the inspection to provide an explanation.

During the visit, the delegation from Regional Representatives was welcomed by the Head of the West Bali National Park Authority, Nuryadi. He explained that West Bali National Park covers an area of approximately 19,000 hectares, with around 5,000 hectares designated as a utilization zone.

Within this zone, certain activities such as nature tourism and supporting facilities may be developed under strict regulations. PT Panorama Menjangan Bali manages around 30 hectares of this area. 

According to the rules, only ten percent of the area managed by the investor may be used for the construction of facilities and infrastructure,” Nuryadi stated. Consequently, all development activities must adhere to established spatial and conservation guidelines.

He also assured that he would convey the results of the inspection and the Regional Representative’s concerns to the company and the ministry leadership.

Coordination among the local government, the national park authority, and investors, he added, must be strengthened to prevent environmental damage and administrative conflicts.

Meanwhile, the Jembrana Regional Representatives emphasized that the inspection was conducted solely to ensure that all activities within the conservation area comply with regulations.

Sri Sutharmi stated that West Bali National Park is a strategic ecological zone that plays a vital role in supporting Bali’s environment, especially in terms of forestry and biodiversity.

Therefore, careful management of the area is essential. “We are not opposing or rejecting investment in Jembrana. But everything must comply with the rules, especially in West Bali National Park, which is an ecological buffer zone for Bali’s forestry sector,” she stressed.

The Regional Representatives hopes the investor will soon provide clarification to the local government and fulfill all permit requirements so that development can proceed within legal boundaries and without threatening the conservation value of the West Bali National Park.
